The actual bonus
The wiki identifies a display error: the actual rally bonus is about four times the stated percentage. It increases HP recovered per hit during the rally window; it does not directly increase attack.

Choose for your weapon
Outside this triangle from the expansion, the effect appears as a secondary effect. A weapon that already recovers a lot of HP per hit benefits more. Keep a primary effect useful for damage and test during the recovery window.
Gem effects and acquisition
Increases HP recovered per hit during the rally window after taking damage.
Strike while lost HP can still be recovered.
The wiki reports an actual bonus about four times the displayed percentage. Do not apply this factor to other gem effects.
