The number to interpret
This effect only increases the scaling of a native blood component. The wiki notes that a percentage blood damage bonus is generally more useful; compare both on the weapon with your own stats.
Compare with the same stats
Keep the same upgraded weapon, stats and move. Replace one gem at a time, then compare attack and damage against the same target.

Added coefficients are summed with the native coefficient. The resulting attack gain then depends on your stats and the weapon's base damage.
